Beyond Diplomacy: How India and France Are Expanding Their Strategic and Economic Partnership

Ms. Nirmala Sitharaman, the Union Minister for Finance and Corporate Affairs of India, commenced a high-profile four-day diplomatic visit to France on 1 July 2026. This mission was strategically designed to reinforce the special global strategic partnership between the two republics, scale up mutual investments, and drive collaborative innovation. Set against the backdrop of a rapidly changing global landscape, the visit facilitated essential high-level engagements, culminating in key decisions that will guide the economic trajectory of both nations.
Catalysing Investment at the Paris Roundtable
On the second day of her visit, 2 July 2026, the Indian Finance Minister addressed the India-France Business Roundtable in Paris. Speaking to prominent business executives and institutional investors, Ms. Sitharaman highlighted India’s strong macroeconomic fundamentals and structural reforms, presenting the nation as a secure and lucrative investment destination. She emphasised that bilateral trade had doubled over the last ten years, with approximately one thousand French companies actively operating in India.
The Minister highlighted India's growing digital economy and the government's efforts to attract global investment. She spoke about new investment funds being launched through the National Investment and Infrastructure Fund, including a US$3.5 billion Infrastructure Fund II and a US$1 billion Private Markets Fund II, which aim to support major infrastructure and business projects. She also noted that India's International Financial Services Centres Authority (IFSCA) managed US$111 billion in banking assets as of June 2026, demonstrating the country's growing role as an international financial hub and creating new opportunities for global investors and financial institutions.
Elevating Bilateral Ties at the Economic and Financial Dialogue
Building on this momentum, the cornerstone of the mission occurred on 3 July 2026 in Aix-en-Provence, where Ms. Sitharaman co-chaired the India-France Economic and Financial Dialogue alongside the French Minister of Economy, Finance, Industrial, Energy, and Digital Sovereignty, Mr. Roland Lescure. This dialogue resumed vital high-level exchanges, in line with commitments made by India’s Prime Minister Narendra Modi and France’s President Emmanuel Macron during the latter's visit to India in February 2026.
The ministers discussed several critical areas of co-operation, focusing on the roll-out of bilateral partnerships in critical minerals to enhance mutual economic sovereignty and security. They explored cross-investment opportunities and high-speed railway development, building upon the previously signed declaration of intent.
Additionally, proposals to better connect the financial industries of both nations were analysed, alongside initiatives to link French and Indian small and medium enterprises across selected priority industrial clusters. Both sides also committed to aligning their positions within multilateral forums like the G20 and the Paris Club under the French G7 presidency, and agreed to explore hosting the next dialogue in 2027.
Advancing Clean Energy and Cybersecurity Alliances
Following these high-level policy discussions, on 4 July 2026, the Indian Finance Minister transitioned to scientific and technological engagements, visiting the International Thermonuclear Experimental Reactor project in Cadarache. Ms. Sitharaman toured the Cleaning Hall, Assembly Hall, and Tokamak Pit of this landmark nuclear fusion experiment, which involves over thirty partner nations.
She expressed deep appreciation for the contribution of Indian scientists, engineers, and major industrial partners, such as Larsen and Toubro, Inox India, Tata Consultancy Services, and HCL Technologies, in advancing this clean energy programme. Later, the Minister visited Campus Cyber, France’s premier hub for cybersecurity innovation and research. The discussions at the centre focused on sharing best practices to strengthen cyber resilience and promote secure digital economy frameworks.
Connecting Regions and Strengthening Diaspora Relations
Beyond national-level strategic engagements, Ms. Sitharaman met Mr. Renaud Muselier, the President of the Provence-Alpes-Côte d'Azur region, to discuss co-operation in clean energy, regional investment, and technological innovation. The official visit concluded with a community interaction in Marseille on 5 July 2026. Addressing the Indian diaspora, the Finance Minister praised the expertise of Indian professionals abroad and reiterated their vital role in reinforcing people-to-people ties, successfully bringing this diplomatic mission to a close.
