Prime Minister Narendra Modi and Finnish President Alexander Stubb held wide-ranging talks in New Delhi during President Stubb's state visit from March 4-7, 2026, agreeing to elevate India-Finland relations to a “Strategic Partnership in Digitalisation and Sustainability.” This upgrade marks a key milestone in bilateral ties, rooted in shared democratic values and prior engagements like the February 2026 AI Impact Summit.

Partnership Framework and Objectives

The strategic partnership focuses on accelerating cooperation in digitalisation and sustainability through structured mechanisms, building on existing frameworks such as the India-Finland Digital Partnership and Sustainability Partnership. It emphasizes public-private partnerships, shared research infrastructure, and open innovation to advance scientific discovery and societal outcomes. Discussions highlighted alignment with multilateral fora for regional and global issues.


Defined Cooperation Sectors

Leaders committed to deepening ties in trade and investment, clean energy and circular economy, semiconductors and critical minerals, education and innovation, and advanced technologies including AI, 6G, quantum computing and space systems. Mobility and people-to-people linkages were identified as foundational elements, with emphasis on next-generation digital networks and high-performance computing.

Security and Terrorism Stance

Both leaders reiterated their firm commitment to eradicate terrorism in all forms, consistent with prior bilateral statements. They exchanged perspectives on mutual security concerns, underscoring cooperation in international platforms.


Integration with India-EU Framework

The partnership aligns with the India-EU Free Trade Agreement, negotiations for which concluded on January 26, 2026, at the 16th India-EU Summit in New Delhi. Leaders agreed to leverage this FTA to expand economic mechanisms in trade, investment and supply chains, enhancing India-Finland policy coordination within the EU context.


Policy Invitations and Mechanisms

Prime Minister Modi outlined India’s digital transformation and ease-of-doing-business reforms, inviting Finnish involvement in flagship skilling and innovation programmes via joint initiatives. The talks signal intent to operationalize the partnership through high-level delegations, business events and institutional dialogues during the visit.
