India and Spain Advance UPI–Bizum Talks to Strengthen Digital Payments Cooperation

During Commerce and Industry Minister Piyush Goyal's visit to Europe from 13–17 July 2026, covering Spain, Belgium and Finland, India and Spain agreed to fast-track discussions on enabling interoperability between India's Unified Payments Interface (UPI) and Spain's Bizum digital payments platform. According to India's Ministry of Commerce and Industry, the initiative forms part of broader efforts to strengthen economic cooperation while leveraging Spain's strategic position as India's gateway to Europe and Latin America. The discussions also covered investment facilitation, professional mobility and collaboration across key sectors.

Advancing Cross-Border Digital Payments
The proposed interoperability would connect India's UPI with Spain's Bizum digital payments platform, allowing technical discussions to begin on enabling seamless cross-border digital transactions between the two systems.
UPI, India's real-time digital payments platform, is currently operational in nine countries, including France, Singapore and the United Arab Emirates. The proposed integration represents another step in its international expansion and aligns with India's broader efforts to enhance cross-border payment infrastructure.
Bizum, operated by a consortium of Spanish banks, is one of Spain's leading mobile payment platforms. Discussions between the two sides will focus on technical aspects such as interoperability, regulatory compliance, settlement mechanisms and foreign exchange processes.
India has also recently expanded international payment capabilities through partnerships supporting real-time foreign exchange settlement for UPI transactions, reinforcing its focus on improving global payment connectivity.
Broadening Economic Cooperation
Digital payments formed one part of a wider economic agenda discussed during the visit. India and Spain agreed to strengthen investment facilitation, improve the mobility of professionals and promote joint investments, particularly in Latin America.
The two countries also identified opportunities for deeper cooperation across automobiles, pharmaceuticals, chemicals, textiles, renewable energy, tourism and infrastructure. These sectors were highlighted by the Ministry of Commerce and Industry as areas with significant potential for expanding bilateral business engagement.
Supporting the India–EU Economic Agenda
The discussions with Spain coincided with India's broader engagement with the European Union. During his Europe visit, Commerce Minister Piyush Goyal co-chaired the India–EU Trade and Technology Council, where both sides reviewed progress across trade, technology and investment cooperation.
The meetings covered negotiations on the India–EU Free Trade Agreement, the Investment Protection Agreement and the Geographical Indications Agreement. Officials also discussed cooperation on the European Union's Carbon Border Adjustment Mechanism (CBAM), regulatory simplification, market access for Indian agricultural products, including basmati rice, and a proposed India–EU dialogue on skills, education and talent mobility.
Alongside these engagements, Goyal met business leaders, including representatives of Nokia and KONE, to discuss opportunities for expanding technology and manufacturing investment in India.
A Practical Step in India–EU Digital Cooperation
The agreement to accelerate technical discussions on UPI–Bizum interoperability reflects the growing emphasis on digital connectivity within the wider India–EU economic partnership. Alongside initiatives to strengthen investment, trade and professional mobility, the proposed payments collaboration represents a practical area of cooperation that could support closer commercial and technological engagement between India, Spain and the European Union.
