India–Germany Strengthen Green Hydrogen Cooperation: MoU Signed Between PNGRB and DVGW

India and Germany have taken a key step to advance cooperation in the green hydrogen sector with the signing of a Memorandum of Understanding (MoU) between the Petroleum and Natural Gas Regulatory Board (PNGRB) of India and the German Technical and Scientific Association for Gas and Water Industries (DVGW). The agreement was welcomed by the leadership of both countries as part of their broader clean energy collaboration.
The MoU focuses on supporting the development of regulations and standards for green hydrogen in India, an area that is gaining importance as the country expands its clean energy ambitions.

Focus on Safety and Regulatory Frameworks
A central objective of the collaboration is to strengthen safety standards and regulatory practices related to hydrogen. The partnership will enable structured knowledge sharing on key aspects such as safety regulations, technical guidelines, and compliance mechanisms. These efforts are aimed at ensuring that hydrogen-related infrastructure and operations meet high safety and reliability benchmarks.
Technical Cooperation and Knowledge Sharing
Under the MoU, PNGRB and DVGW will cooperate on testing protocols, standardization processes, and environmental protection measures. The collaboration will draw on DVGW’s extensive experience in gas-sector safety, hygiene, and regulatory systems. This technical cooperation is expected to support Indian regulators in understanding and adopting globally recognised practices suited to local requirements.
