Launch of Phase 3 Marks Expanded Cooperation

India and the European Union have formally launched Phase 3 of the Clean Energy and Climate Partnership (CECP), signifying a deepened commitment to shared sustainability objectives. Secretary (West) Amb Sibi George delivered the keynote address at the launch event. Ms. Ditte Juul Jørgensen, Director General at Energy4Europe, joined the proceedings. This initiative advances India-EU cooperation under the Prosperity and Sustainability pillar of the Joint Comprehensive Strategic Agenda.


Phase 3: 2026-2030 Roadmap

Strategic Framework and Agenda Alignment

The Joint Comprehensive Strategic Agenda was adopted at the historic India-EU Summit held in New Delhi on 27 January 2026. The agenda establishes five core pillars guiding bilateral cooperation through 2030. Prosperity and Sustainability forms one of these key pillars, directly encompassing the CECP launch. This partnership reinforces both nations' commitment to climate action and clean energy transitions.


Partnership Foundation and Scope

The Clean Energy and Climate Partnership was originally established in 2016 at the EU-India Summit. Phase 3 adoption occurred in November 2024, reflecting expanding bilateral cooperation scope. The partnership encompasses renewable energy, energy efficiency, green hydrogen, offshore wind energy, and methane emissions reduction.



Sustainable Urban Mobility

Institutional Support and Investment

The European Union has maintained an active role as a partner in the International Solar Alliance since 2018. The European Investment Bank finances sustainable transport and urban mobility projects across Indian cities, including urban rail and metro systems. India-EU cooperation also extends to gas infrastructure development and technology transfer mechanisms.​


Broader Context

Phase 3 builds upon established foundations of institutional engagement between India and the EU. Both sides demonstrate sustained commitment to actionable, technology-driven partnerships beyond foundational dialogue frameworks. The initiative reflects shared priorities on climate-resilient infrastructure. This partnership contributes to global sustainability objectives while strengthening bilateral economic and strategic ties through clean energy channels.​
