External Affairs Minister Dr. S. Jaishankar and European Union High Representative for Foreign Affairs and Security Policy Kaja Kallas held a substantive bilateral meeting on November 12, 2025, during the G7 Foreign Ministers' Meeting in Niagara, Canada. The discussion focused on deepening the India-EU Strategic Partnership and exchanging perspectives on the multilateral agenda, marking an important engagement in advancing bilateral relations between India and the European Union.

Following the meeting, EAM Jaishankar stated: "Glad to meet EU High Representative for Foreign Affairs and Security Policy Kaja Kallas in Niagara today. Our talks revolved around deepening the India-EU Strategic Partnership and sharing perspectives on the G7 FMM (Foreign Ministers Meeting) agenda". The European Union's Ambassador to India, Hervé Delphin, subsequently highlighted the substance of their exchange, describing it as a "rich conversation" conducted ahead of the forthcoming EU-India Summit scheduled for early 2026.

Topics of Convergence and Cooperation

Key Areas of Cooperation - Between EU and India

The bilateral engagement covered multiple substantive areas of mutual interest and strategic importance. Ambassador Delphin outlined the key themes discussed, noting that Kallas and Jaishankar addressed maritime security, space cooperation, counterterrorism, stability in the Indo-Pacific, as well as trade and resilient supply chains. These areas reflect the priorities identified in the New Strategic EU-India Agenda, which was endorsed by all 27 European Union member states in October 2025.

The discussion on maritime security aligns with India's broader vision for the Indo-Pacific region. The inclusion of space cooperation underscores the commitment of both sides to expanding security and defence collaboration, particularly as the EU and India recently agreed to establish a comprehensive Dialogue on Space, with discussions to convene in the final quarter of 2025. Counterterrorism remains a critical area of bilateral focus, reflecting shared concerns on transnational security threats.

Significance for Bilateral Relations

The bilateral meeting between Jaishankar and Kallas represents a continuation of high-level strategic dialogue between India and the European Union. This engagement follows their inaugural EU-India Strategic Dialogue held in Brussels on June 10, 2025, where they discussed EU-India bilateral relations, regional and global challenges, and cooperation in security and defence. Both sides remain committed to advancing their relationship across multiple domains, including the ongoing negotiations for a comprehensive Free Trade Agreement targeted for completion by the end of 2025.

The meeting in Niagara demonstrates the sustained momentum in India-EU relations and provides an important platform for both sides to align on shared strategic interests ahead of the India-EU Summit scheduled for early 2026. The discussion on trade and resilient supply chains reflects the practical dimension of their partnership, particularly as global supply chain resilience remains a priority for both sides.

The exchange between Jaishankar and Kallas underscores India and the European Union's commitment to addressing shared global challenges through structured bilateral engagement and multilateral cooperation.
